The impact of target radar cross-section (RCS) fluctuations on the thermal noise limited accuracy of radar measurements of range, range rate, and angle are evaluated for the Swerling fluctuation models. For large signal-to-noise ratios (SNRs), the accuracy criterion used is the measurement error with the same probability span as the one corresponding to the standard deviation points of the measurement error for the nonfluctuating model.<>
