In order to solve the adaptability problem of urban traffic signal self-organizing control rules brought by the complexity of urban traffic flow, which makes the adaptability of the rules mismatching with part of working conditions, a method of adjusting the rules of self-organizing control under urban traffic signals is proposed. The traffic congestion level of each lane at the current intersection are chosen as the decision information. The current intersection and its adjacent intersections are defined as a self-organizing unit under real-time. The switching of rule is based on fluid dynamics. The coordination of the green phase duration are under the traffic flow distribution principle, all above constitute the self-organizing control system of urban traffic signals. Each self-organizing control unit, which with its complexity caused by road composition, connection of the intersections and traffic flow randomness, makes the local rule with segmentation adjustment according to the traffic flow parameters to improve the adaptability of the intersection under complex traffic changes. The simulation experiment shows that the validity of the segmental adjustment of traffic flow parameters to the original local rule set is verified. It is concluded that the phase improvement effect of saturated traffic flow with larger relative traffic flow parameters is more obvious. This method is expressed in segments by self-organizing rules.
