Ghana struggles with traffic congestion within its road network. Unfortunately, the current traffic control system in Ghana does not provide an equitable flow of traffic and thus has been ineffective in dealing with the above mentioned issue. This is due to the fact that it solely operates based on time intervals of one and a half to two minutes, which leads to an equal allocation of flow time. However, equality does not always imply efficiency, as some of the time allotted may be lost due to no or low number of vehicles at a junction. Furthermore, Ghanaian roads heavily rely on cash-based and paper receipt process for toll collection. This, despite technological advancements, has resulted in long queues and the low levels of transparency in toll collection. This research aims to develop an intelligent traffic management system that is based on efficient (i.e., throughput and latency) traffic control algorithm with artificial intelligence (e.g., OpenCV) to make real-time and dynamic decisions on traffic control and toll collection using data gathered from appropriate sensors.
