Research has been carried out on the actual task of developing a hybrid mathematical model for assessing the risks of UAV flights in the immediate area of the airport, including the runway. As a result, an aggregated risk assessment of UAV flights over the airport and a linguistic level of drone flight safety are obtained. The study provides an information model of criteria for this and develops a hybrid model for the assessment of risks of UAV flights for the first time. The hybrid model considers the statements of the decision maker (DPR) regarding flight scenarios. If necessary and for various tasks of performing DM flights, the model can involve and consider additional conclusions. An experimental approbation of the study was carried out and an example of evaluation of test data for the task of biological security of the airport, namely the deterrence of wild animals, was illustrated. The conducted research will be a useful tool for the validity of proactive decision-making regarding the controllability of UAV flight processes over airports, directly above the runway.
