On November 12, 2020, the Truckee Tahoe Airport District (TTAD), which manages the Truckee Tahoe Airport (KTRK), announced the successful deployment of its Automatic Dependent Surveillance-Broadcast (ADS-B) system services. ADS-B is a surveillance service used to support separation assurance and traffic flow management. The ADS-B system for Truckee-Tahoe terminal service volume (SV) was designed and implemented through a private-public partnership between L3Harris Technologies and TTAD and is currently providing highly accurate, real-time surveillance data for aircraft in the region. Before the implementation of cooperative ADS-B services in Truckee Tahoe, secondary and primary FAA radar coverage was available only at high to very high altitudes in the area near lake Tahoe (typically above FL100). There was a complete lack of primary and secondary FAA radar services along the approach and departure corridors in and out of the two airports within Truckee-Tahoe terminal SV, Truckee Tahoe (TRK), and Lake Tahoe (TVL) located north and south of the lake Tahoe. The challenging terrain and heavy tree clutter along the approach and departure corridors in and out of both airports hampered the FAA’s radar service provision. In this paper, we describe the system engineering process for the design and deployment of Surveillance and Broadcast Services Subsystem (SBSS) services in Truckee-Tahoe Terminal SV, and the innovative engineering approach taken to mitigate design risk by performing near real time flight test data collection and data analytics. Such data driven approach informed design decisions for the final radio sites laydown while assuring that the design meets and exceeds stringent coverage requirements.
