The following article describes a new procedure for prediction of congestion due to road works on freeways. The model was developed by the Institute of Traffic Engineering and Transport Management at the University of Kassel (Germany). Based on the estimation of the traffic demand and the capacity of long term construction sites and short term maintenance sites, the congestion process is calculated by a macroscopic model. The main attention was given to the investigation of the various factors influencing the capacity of congestion/maintenance sites. The procedure was converted to a computer program which enables on the one hand the consideration of the traffic impacts during the planning phase and on the other hand the providing of traffic information for the travelers.
