Finite-thrust earth orbit transfer is studied with J2 perturbation considered in the dynamics. Firstly, the state equation of system is set up. Then based on minimum principle, the minimum conditions are readjusted. The whole solve process is then proposed. To reduce the difficulty in guessing of initial state values, method of extending the J2 step by step is introduced. Simulation result proved that the algorithm is practical and effective, which can be well applied in earth orbit transfers.
