A requirements engineering methodology is introduced for the design of complex adaptive systems organized as a system-of-systems to achieve anticipated performance capabilities for desired weak emergent behavior, while accounting for potential undesired consequences. This applies to the fusion of autonomy, artificial intelligence, machine learning, and other technologies in autonomous-collaborative systems.
