The plan for civil aviation through 2020 is to utilize augmented GPS. GPS is an excellent system for many applications, but it has serious limitations for civil aviation, including lack of functions, high cost and lack of security. The Integrated Global Surveillance and Guidance System is described, which has the needed flight security, a substantially lower cost and all the functions needed by aviation.
