Traditional determination of spinning reserve method has been unable to cope with the effects of randomness and intermittent of wind power output on the system reliability. This paper presents the optimization model of spinning reserve capacity based on Conditional Value at Risk (CVaR) method. Simulation results of IEEE RTS-30 system validated that the reserve is in relation to the confidence level and some uncertain factors. Analysis not only quantitative reflects the risk caused by the randomness of wind power output, but also obtain the system spinning reserve capacity accurately, and verifies the validity and rationality of this method.
