This paper is focused on creation of suburban railway transport conception as a possible tool of active policy of Smart Cities. At first, there are introduced and described three different approaches to creation operational conceptions of suburban railway transport, namely 1) one-level service, 2) combination of stopping and semifast train and 3) zone-oriented timetable. Then these approaches are tested on railway line 221 Praha – Benešov u Prahy and they are described and compared with respect to transportation and operational aspects.
