Airport surface trajectory based operations are included as a NextGen concept for improving the efficiency of airport surface traffic management and tactical control. In this paper, we address the concept and potential benefit mechanisms of surface trajectory based operations, focusing on the required data exchange between flight operators and the Air Traffic Control (ATC) system. Through the use of an operational activity decomposition, this paper identifies the specific operational activities and information requirements that could be supported by and benefit from local airport data exchange between flight operators and ATC. Specific examples of data exchange elements and operational concepts are included.
