In recent years, there have been frequent occurrences of public transportation accidents. However, the evaluation of bus drivers’ pre-task conditions currently focuses on single indicators, lacking comprehensiveness. Hence, this paper takes the perspective of bus enterprise managers and conducts a survey among 1,258 managers in Chongqing to explore their management needs regarding the evaluation of bus drivers’ pre-task conditions. The survey results reveal that managers show a high level of concern, exceeding 90%, for indicators in four dimensions: physical conditions, emotional conditions, accident tendencies and cognitive abilities of bus drivers. Building upon the findings of the survey on management needs, this paper supplements existing laws and regulations, research literature, and the analysis of causes behind major safety accidents in the public transportation sector to propose a comprehensive evaluation index system for bus drivers’ pre-task conditions. This system encompasses four dimensions and twenty indicators. It aims to assist enterprises in effectively managing the pre-task conditions of bus drivers, ensuring the safety of public transportation operations.
