A model of uncertainty related to the transitions of systems modeled with finite state machines is presented. A test for determining whether or not uncertain transitions can be controllably resolved is developed. The test, using a region of weak attraction approach, also provides an algorithm for resolving the uncertain transitions. An example demonstrating the optimality of the approach for a single uncertainty is provided.<>
