To address the problem of the decision-making for coordinated multi-target attack of multi-aircraft in the uncertain communication environment, a new algorithm using Science of Collectives is proposed based on effect set prediction. For each aircraft (which designed as an agent), the dominant effect set are constructed. When an agent cannot communicate with the nodes which in the dominant effect set of it, the coordinated work will be completed through predicting those nodes' action by the agent. To improve the efficiency of the new algorithm, the dynamic extension method is proposed that used to dynamic adjust the threshold of the dominant effect set of agent. Simulation experiments show the proposed algorithm can effectively complete coordinated work in the uncertain communication environment, and the convergent speed and accuracy of the algorithm are improved. The computational efficiency of the algorithm is also improved by using dynamic extension method of dominant effect set.
