Most of the remote sensing satellites now have some certain swing ability in the implementation of the earth observation tasks, such as the geographical detection, activity detection, and coverage imaging. It needs to plan tasks in order to improve the efficiency of satellite multi-target observation. When the tasks are in the same field of view, they can be clustered to achieve the maximum coverage. In the paper, the basic effect under the condition of swing is firstly discussed. Then, the task clustering model is built. Finally, the path optimization model based on graph theory is built and the optimal result is given by dynamic programming. A simulation example is given for verifying the effectiveness of the proposed algorithms.
