The management of resources is a major problem in maritime logistics due to its impact on the acceleration of handling operations in port terminal. In fact, optimal resources allocation decreases the total stay time of vessels in port and therefore decreasing the operations management cost. This paper investigates two of the most crucial problems in port terminal, which are the berth allocation problem (BAP) and the quay cranes assignment problem (QCAP). A bi-level programming model is formulated where the upper level model deals with the allocation of berths and whose objective is the minimization of the total service time of berthed vessels while the lower level model treats the quay crane assignment problem and whose objective is the maximization of the available number of cranes in port terminal. To test its efficiency, the model is solved based on real instances from a Tunisian port.
