In Japan, research and developments have been made on various systems related to the safety measures for pedestrians at intersections, especially for the weak in traffic such as the visually handicapped, wheelchair users, the aged, etc. In recent years, the National Police Agency (NPA), Japan has been promoting the improvement and amplification of pedestrian information and communication systems (PICS) to prepare for the oncoming aged society, including the sophistication of audible traffic signal systems for the visually handicapped and the development of traffic information provision systems employing optical communication based on infrared radiation.
