Selective-transmission (ST) strategy is proposed for non-orthogonal multiple access (NOMA) in downlink coordinated multipoint networks. Based on fixed and adaptive power allocation approaches, various ST-NOMA schemes are investigated and compared with conventional NOMA schemes under joint-transmission (JT) and hybrid joint- transmission and strong-channel-selection (JT+SC) strategies. Adaptive power allocation is also analytically derived to guarantee perfect user fairness. Performance results show that fair ST- NOMA outperforms conventional JT-NOMA and JT+SC- NOMA in user fairness, while providing high system throughput.
