Along with road traffic interruption caused by adverse weather, construction maintenance and other causes gradually occurred, people's demand for mobility information services is increasing, and more emphasis on the process of moving information services in the timeliness, reliability and convenience. Improving the emergency response and disposal ability of highway transportation has become more and more urgent. This paper proposed the category, spatial and time distribution model of the highway block incidents, showing the significance and application of statistics and analysis of national highway traffic blocking incidents data. Finally, as Hangzhou Province highway for example, the analysis are implemented to demonstrate the efficiency of the proposed approaches. The further suggestion is that the combined prevention, monitoring, travel routing and service of national highway traffic block incidents management system should be established in order to reduce the impact of traffic block incidents on highway network operation.
