With the establishment of the Emission Control Areas(ECAs), and the One Belt One Road (OBOR) initiative, container transport will be rapid development in the future of China. Meanwhile, the air pollution problem is increasingly serious, container terminal operator and shipping operator both seeks to reduce ship emissions for sailing period in shipping and mooring period in berth. The utilization ratio of shore power plays an increasing important role in emission reduction, meanwhile, which increases the difficulty and complexity of berth allocate problem. In this study, the model is presented to deal with the problem of a dynamic berth allocation problem with continuous shore quay and containership emissions (EDBAPC), based on an application problem of two types of shore power on-board installation is modeled. A mixed integer non-linear programming (MINLP) model was established which minimizes the total penalty cost, fuel cost and emissions. Then, this study presents the rolling-horizon strategies, heuristic algorithm is present to solve the model, numerical case study indicated that the model and rolling-horizon strategy proposed in this study can solve ship line scheduling problem and EDBAPC, which is competent to improve operation efficiency and reduce emissions of container terminal and shipping line in ECA regulation, it can be applied to decision support system for container terminal and shipping line.
