The productivity, safety and regulation of all commercial vehicle operations (trucks, transit emergency response) will benefit through the application of Intelligent Vehicle Highway System (IVHS) technologies. The public will benefit from these activities in areas such as environmental improvements, quality of travel, lower transportation costs and improved highway safety. A significant amount of research and development has already been completed, with operational tests of the technologies about to begin. Widespread deployment hinges on successful problem resolution in three areas (1) driver privacy, (2) technological development of Automatic Vehicle Identification (AVI) and on-board data management, including transponder and radio signal transmission standards, and (3) successful Crescent demonstration project. Those IVHS aspects offering direct benefit to carriers are already being phased in. Full benefit to all parties can only result from public agencies adopting the program of system deployment set forth in the program milestones. The goal is a widespread instrumented network is by 2005.
