As the High-speed Railway (HSR) operation speed continues to increase, it provides passengers with maximum safety and comfort at the same time. The ultra-high operating speed of the HSR requires that its operation control system equipped with complete safety protection facility to ensure that the train can be in a safe state under any circumstances. When an alarm for bad weather is triggered by sensors along the railway line, the dispatcher usually issues a temporary speed restriction (TSR) command for the influenced geographical area according to the severity degree of the situation. This paper mainly based on the Chinese Train Control System Level 2 (CTCS-2), establishes a mathematical model combining rescheduling and train control on how to determine the issuing timing of the TSR and its implementation plan, thereby avoiding emergency braking during train operation under adverse weather. A numerical experiment is carried out to validate the effectiveness of the model. The results show that the optimized issuing time of the speed restriction can ensure that the train decelerates before reaching the speed limit section and reduce the delays at the destination effectively.
