Oil port is the base of berthing, replenishing and repairing oil tankers, the starting point and end point of oil shipping routes on water, the base of oil transporting, handing over and storing, and the hub of connecting oil transportation on water with other transportation modes. With the development of information productivity, a modern enterprise management mode of integration, full staff and computerization has been formed. The evaluation of oil port management effect can effectively promote the production tasks to complete safely, efficiently and greenly. By dividing the three dimensions of equipment, human, and task, this paper constructs a multi-element equipment management effect evaluation index system, and establishes an oil port equipment management effect evaluation model which integrates cloud model and matter-element theory. Taking the crude oil equipment management data of an oil port as an example, calculating the evaluation results, and then comparing with the actual situation, the result shows that the evaluation model of equipment management effect established is correct and effective.
