A fleet forecast plan by analyzing the inner link between airport passenger volumes and aircraft productivity is used to identify the current and future quantities of aircrafts required. The proposed methodology is applied for the first time. A case to forecast the demand of fleets operated in China high-elevation areas is carried out to illustrate the application of the proposed model. The study presents that, due to the 13th-Five-Year Plan, a positive policy launched by Civil Aviation Administration of China(CAAC), it's going to be a prosperity of high-elevation airport as while as high-elevation air market in China. It is concluded that nearly 400 specific aircrafts are needed for China high-elevation air market during the period 2017–2020. It could be a sign for airlines and manufacturers to make every effort in this category in order to better deal with the increasing market demand.
