Until recently Air Traffic Management (ATM) Surveillance was all about Radars. Surveillance was on the paradigm that if the Radar quality is fine, then the Tracker will perform correctly and the Air Traffic Controller (ATCO) will receive an accurate Air Situation Picture (ASP). In 1997, EUROCONTROL released a Radar Surveillance Standard Document focusing on radar and tracker performance requirements.
