Safety performance evaluation is one of the important parts of safety management system (SMS), which is an important method to evaluate the safety status of civil aircraft and improve the operational safety level of civil aircraft enterprises. Standing from the perspective of the main manufacturer of civil aircraft, this paper considers three aspects, namely, safety objectives, security problems and safety responsibilities, and transforms the safety management objectives into operational safety performance indicator system, including three blocks, result indicators, process indicators and task indicators, which not only emphasizes on result but also on process and management, and establishes a three-layer performance evaluation system of aviation safety for manufacturers. According to the characteristics of civil aircraft operation safety performance indicators, the hierarchical analysis method was selected to determine the weights of the indicators at all levels, and the comprehensive fuzzy evaluation method was selected to establish the civil aircraft operation safety performance assessment model, which in turn assesses the overall safety level of civil aircraft manufacturers.
