Compressed grooved waveguide, lithium-zinc ferrite with low loss and high remanent ratio, and magneto-flux feedback drivers are combined to successfully fabricate Ka band 4-bit latching ferrite phase shifters. The devices have the performance: the phase shifter error for 16 states is smaller than 5/spl deg/, the variation of phase shift versus frequency smaller than 2/spl deg/, and a figure of merit of 750/spl deg//dB within a bandwidth of 1 GHz.
