This paper is devoted to setting the concept and the task of creating and researching the Vienna Smart Traffic Lights system. Such a system has a number of advantages over existing traffic control systems in the city. Given the rapid development of data transmission technologies and artificial intelligence systems, it is advisable to consider the possibility of using them in the new Smart Traffic Light system. Technology 5G will allow to transfer of data at high speed, Machine Vision will allow to determine the parameters of vehicle and pedestrian traffic, to recognize pedestrians-invalids, and old people, and the decision system of Smart Traffic Lights will increase for them interval of green color, EDGE Computing and Predictive Analytics will allow to make the right decision about switching traffic lights in different situations on the road. Regulation of traffic by using the Smart Traffic Lights system can reduce delays in crosstalk for pedestrians and vehicles, which prevents traffic jams and congestion. The task of creating a Smart Traffic Light system in Vienna is extremely relevant and complex, which requires the solution of several subtasks, which are presented in this paper in the form of a concept.
