In the past 10 years, the scale of railway especially high-speed railway in our country has been expanding, the transportation equipment technology has been continuously improved, and how the efficiency of railway transportation enterprises has changed is a question worthy of further study. In this paper, 18 Railway Bureau are chosen as the research object, and we select 2005–2014 year panel data, using DEA nonparametric method for empirical analysis. The main research conclusions are as follows: (1) from the space dimension, the technical efficiency distributes uneven in spatial regions, and the railway efficiency in western area is obviously lower than the Middle East efficiency value, the main reason is the western region is with low traffic density and relatively high investment strength; (2) the main technical inefficiency of railway enterprises is due to the low pure technical efficiency, which is closely related with the 10 years of railway over investment and construction; (3) from the time dimension, the technical efficiency of all railway transport enterprises is gradually improvement and the main thanks to the passenger and cargo transportation and a series of reform initiatives in railway industry. In addition, the robustness test is carried out. The results show that the efficiency values of each enterprise are approximately the same, that is, these results are accepted by robustness tests, proving the stability and reliability. In the 13th Five-Year plan, our country should reduce the construction of high-speed railway; the existing railway industry should further improve the railway competition, improving competitive advantage.
