As the branch in global air transportation of the United Nations, the International Civil Aviation Organization asks member states to implement safety performance management and provides an algorithm to monitor safety performance level and result and an example of a monitoring indictor of reported civil aviation incidents with a series of data. This paper studied the algorithm and the data, checked the algorithm’s standard deviation criteria, verifies its reliability and validity with a serious of assumed data, found the algorithm’s failure and limitation, explored the reason of failure, analyzed the data’s distribution in the given example, made the normality test by the QQ chart, Histogram chart and the Shapiro-Wilk method, proved that the data distribution is not normal, and concluded this algorithm’s effectiveness and limitation in safety performance monitoring..
