This paper establishes, analyzes, and designs multiple communications orbit constellation networks around the Moon. Such a network will act as a relay link between manned and robotic ground stations on both the Earth and Moon to enable sustained operations on the lunar surface. Both single and multiple orbit plane solutions are investigated. Finally, deployment of communications spacecraft in these lunar polar orbit planes is explored.
