Small low-cost satellites still lack reliable, inexpensive access to space which can be available on short notice. Piggybacking with large satellites means scheduling, priority, and orbit access problems. The currently available launchers do not offer acceptable prices. Universal Space Lines (USL) and Rocket Development Company (RDC), recognizing this problem, began conceptual design of a low cost launch vehicle in late 1996. RDC is now in the early stages of development of this small, low-cost expendable launch vehicle called "Intrepid". USL will be the operator, offering space transportation services to the industry. The two-stage Intrepid, using the liquid oxygen/liquid hydrogen propellant combination, is targeted for payloads up to about 1,100 lb for eastward launches in its basic form. Higher capability derivative vehicles with payload capability over 6000 lb, are also being designed. Construction is primarily composite in the interest of high production and low unit cost. Maximum use is made of existing electronic components in order to minimize development.
