Generally, integrated surveillance is performed in airborne systems by getting relevant information from airborne sensors. This paper discusses a concept of a ground based system providing integrated strategic surveillance as a dedicated service to individual aircraft. It elaborates a model in which ground infrastructure collects surveillance information relevant to the aircraft both in terms of spatial and time coordinates, integrates, and uplinks them through datalink.
