This study characterize the communication topology (CT) among vehicles and proposes a new car-following (CF) model to describe the characteristics of connected and automated vehicles (CAVs). Based on the Lyapunov-Krasovskii method, a consensus analysis was performed on the new CF model with multiple time delays to obtain consensus conditions. At the same time, an estimate of the time delay range is provided. Finally, numerical experiments are carried out under three typical fixed CTs and the switching topology. The simulations support that the proposed CF model can accurately reproduce the velocity, acceleration, position, and space headway profiles of traffic flow (TF).
