In order to collect data effectively in a targeted way and achieve safety intelligence goal, this study cooperated with Kunming airlines co., LTD to develop a risk-based assessment method around aircraft scratch from “Operation” and “Support” two aspects. The study designed the data-oriented assessment sheet which contained the key operational processes of all related departments of the airline. Through the presupposed frequency of inspection, the airline can not only use the assessment sheet to collect inspection data and carry on the analysis, but also implement effective safety performance management to make safety intelligence decision.
