At some rest areas on Japanese expressways (Rest Areas), a parking guidance system utilizing Variable Message Signs (VMS) as information-providing devices has been implemented to effectively utilize parking space and reduce issues such as uneven parking and underutilized parking lanes. The purpose of this study is to clarify conveying information method in order to induce behavioral change in drivers and mitigate the bias in their choice of parking lanes. An operational evaluation was then conducted as a case study, using the display methods of VMS during congested periods. The procedure was as follows. The existing issues in information provision were organized based on the relationships between driving behavior models, risk-taking, and human error. Based on the organization, the necessary display content was derived, and its effectiveness was verified through the analysis of web survey results. As a result, the following three points were derived as method to encourage appropriate lane selection: “resolving uncertainties in risk estimation”, “providing drivers with information that allows for comparison of congestion situations”, and “structuring the display content to enable a comprehensive understanding of the entire parking area”.
