A source and channel coding scheme for image transmission over noisy channel is presented in this paper. The main feature of the proposed scheme is a systematic decomposition of image sources so that bit error can be not only protected by applied unequal error protection according to their sensitivity but also restricted in small area. The wavelet transform is adopted to hierarchically decompose the image. Wavelet blocks are constructed by reorganizing coefficients of each wavelet tree, therefore enables high performance source compression using set partitioning in hierarchical trees (SPIHT) algorithm. To combat the channel noise, an unequal error protection strategy with rate-compatible punctured convolutional /cyclic redundancy check (RCPC/CRC) codes is implemented based on the bit contribution to peak signal-to-noise ratio (PSNR) and in low bit plane wavelet block can prevent bit propagating. Experimental results show that the proposed scheme is able to provide better image quality than scheme without using the wavelet blocks in range of some BER.
