Describes intelligent transportation system (ITS) attributes and benefits as well as the challenges that state Department of Transportations (DOTs) and other public agencies face in the funding and deployment of ITS. The paper reports on some of the best practices nationally and internationally with a focus on the California experience. It also reports on the steps that are being undertaken to solve the major hurdles to building the intelligent infrastructure. The paper also makes some recommendations on ways to improve California's ability to deploy ITS.
