This paper proposes a novel concept of small cell called vehicle cell that utilizes the power of citizens for efficient deployment of mobile networks. Vehicle cell is an access point installed on a vehicle and provides network resources for mobile users. The vehicle cell is activated/deactivated by the driver on the basis of the cost and incentives from the mobile carrier. Mobile carriers control the network by optimizing the incentives for drivers in accordance with the mobile traffic dynamics.
