This research sets a civil and military airport as an example, iteratively optimizes the flight procedure design by computer simulation, obtains the optimal procedure after three times of iterative modeling, and verified the practicability of the procedures. It is verified that the final procedure is more suitable for air traffic control, not only effectively solves the actual operational problems, but also alleviates the conflicts between military and civilian operation. This research shows that computer simulation can be used as a method of flight procedure design verification in advance, thus provides a new way to verify the practicability of the flight procedure.
