With the acceleration of modernization, the congestion and environmental pollution caused by the surge of urban road traffic has become one of the important factors affecting people’s happiness index. As a typical product of “internet plus” era, bike-sharing has been popularized and widely concerned by the public. It is consistent with the five development concepts of innovation, coordination, green, openness and sharing. Compared with public bicycles, which need to be borrowed and returned at fixed stations, no pile makes bike-sharing have unique advantages of flexibility and convenience. However, with the rapid expansion of bike-sharing, a series of problems have emerged. Illegal ownership, disorderly parking, intentional destruction and other order problems, as well as problems such as low-end service, traffic chaos, capital security and so on also emerge from time to time. In order to improve the urban transportation service network system, shared bicycles were born. We can’t simply equate shared bicycles with traditional rental products, but should recognize that their essence is quasi public goods that provide short-distance travel services. Market failure leads to the fact that the market, as a single subject, cannot completely avoid the negative externalities brought by sharing bicycles. Compared with the traditional fixed pile public bicycle, the Internet rental bicycle enterprises in the exploration and development period have less operation experience, resulting in the lack of corresponding theoretical guidance for system operation and maintenance scheduling management, which restricts the healthy and orderly development of the system.
