The paper is concerned with modeling the effect of variable speed limits and their coordination control in highway systems. A new model is introduced by considering the normal response of drivers to speed limits. For the coordination control of speed limits, we propose a neural controller based on the technique of neural dynamic optimization. Moreover, some practical constraints about the control signals, such as no abrupt variations, are also considered while minimizing the total time spent. Simulation results demonstrate our controller with good efficiency in suppressing shock waves and strong robustness to traffic model uncertainties.
