Summary form only given. The rough marine surface acts as an independent object for hydrophysical investigation and as a background, on which natural formations and artificial objects are observed. We have elaborated techniques of calculation and have compared the results of calculation from accumulated experimental data. It has allowed us to calculate the characteristics of the IR radiation of the sea and sky near to the sea horizon in the range 3-14 microns.
