In partnership with the National Aeronautics and Space Administration (NASA), the Flight Safety Foundation (FSF) is developing a high-level roadmap for the implementation of In-Time Aviation Safety Management System (IASMS) capabilities in the 2025 to 2045 timeframe. IASMS is an interconnected set of services, functions, and capabilities designed to manage operational risks, identify unknown risks, and inform system design to mitigate risk. It prepares for an increasingly diverse and complex set of operations and leverages new technologies and services to proactively integrate safety into the earliest designs of vehicles and systems.The roadmap methodology envisions the safety needs of future operations for both legacy operators and new entrants, and identifies key steps, including technology, regulations, and policy actions needed to realize IASMS. The roadmap leverages extensive outreach to a broad range of aviation stakeholders to validate key safety capabilities along with dependencies, challenges, critical paths, and feasible timelines. The roadmap is intended to inform research and development priorities for NASA, and others, for the successful implementation of IASMS. In this paper, we provide our initial findings of the key steps necessary to implement increasingly autonomous safety capabilities. We have focused on three critical areas: Assuring Safety, Safety Data Analysis, and Advanced Cybersecurity and Data Integrity.
