This article examines the problems of the megalopolis transport system using the example of St. Petersburg, namely, the high load on individual links during rush hours. The methods of developing scenarios for optimizing the transport system are defined. The paper considers the transport hubs of St. Petersburg with access to waterways. The paper evaluates the effectiveness of the introduction of regular river transport and its impact on the distribution of passenger traffic, as well as on the load on land modes of transport based on simulation modeling. The article defines the urgency of the need to introduce a water link in the transport system as an element of common land transport in order to increase the efficiency of the system.
