In real life, the traffic flow in each direction of the intersection is different, sometimes the gap is relatively large. Most of the existing literatures treat each traffic flow at the intersection fairly and do not distinguish their actual characteristics, which leads to the traffic efficiency of the intersection is limited. In this paper, a packet traffic flow theory is studied and a scheme of crossing is designed. The scheme divides the traffic flow into several groups. The groups were called packets. Some packets are serial, and the others are parallel. On the premise of considering the traffic fairness, more traffic time is provided for the large traffic flow. Theoretical calculation and simulation experiments show that, the scheme can better play the role of real-time traffic data, and the traffic efficiency increased by 14.28%. Therefore, the work of this paper enriches the traffic flow control mode at the intersection.
