Rate-based congestion control is effective and simple for traffic management in ATM networks. The enhanced proportional rate control algorithm (EPRCA) is one of the leading single factor rate-based congestion control protocols adopted by the ATM Forum as standard for the available bit rate (ABR) service in ATM networks. In this paper, we study and analyze the performance of EPRCA in terms of its network throughput and cell loss at no congestion state, mild congestion state and severe congestion state respectively. The paper also proposes a new three-factor rate based congestion control scheme using both EFCI and ER marking to achieve better network throughput at no congestion state and lower cell loss at severe congestion state. Further, we also demonstrate through our software simulation that the new scheme with three-factor congestion detection can achieve better network performance than those of a single factor one.
