We present a fundamental methodological approach for Benchmarking Air Navigation Service (ANS) provision in Europe. Based on current studies as well as official EUROCONTROL reports, strengths and weaknesses in economical assessment are emphasized. In a data and operational analysis, we identified heterogeneities in European ANS provision, which are taken into account to provide recommendations for economic modelling. Further on, we run a Malmquist analysis in order to show the annual change in total factor productivity and its sub components.
