• Signal strength variation is a propagation characteristic that can be measured by target-of-opportunity ADS-B signal • Reference levels generated by the decoding technique in DO-260B does not exactly agree with what propagation researchers expect. However, agreement in average means a long-term trend such as path loss can be measured. If fading and shadowing show a larger variation than the effect of decoding, they will be observable.
